Effects of climate change on the region

Niger is a landlocked and essentially desert country. With its harsh environments, low and variable rainfall, frequent droughts, extreme temperatures and erosive torrential rains it is one of the world’s most vulnerable places. Compounding this situation are the risks it faces from both internal and regional political instability.

All these factors affect the performance of the agricultural sector and therefore food and nutritional security, a key concern for the impoverished population and its government.

The Government’s 3N Initiative for Food Security and Sustainable Agricultural Development, launched at the end of 2011, commonly known as “Nigeriens feed Nigeriens” is aimed at improving food and nutritional security while promoting sustainable agriculture.

The GCCA+ intervention combines field activities that address key concerns of Niger’s government and population regarding the climate resilience of food production systems, and institutional support to address existing weaknesses in the national system for monitoring and evaluating climate-related interventions and some aspects of the “i3N” Initiative.

Enhance the capacity of national actors at various levels to manage food and nutritional security and agricultural development in a more integrated, sustainable and climate-resilient manner.

Key achievements

Five field projects covering more than thirty municipalities in the Dosso and Zinder regions are now ongoing (amounts were rounded):

  • Improving Climate Change Resilience through the Dissemination of Integrated (Water, Soil, Agriculture, Forestry, Range) Management Technologies, implemented by ICRISAT (EUR 1.3 million);

  • Strengthening the resilience of the resilience of rural actors in the 6 municipalities of the Department of Dogondoutchi in the face of climate change and risks, carried out by the NGO Eau Vive (1.5 million EUR);

  •  Sustainable Agricultural Value Chain Sustainability Project for Family Producers in the Mirriah Department (Zinder, Niger) executed by CISV (EUR 1 million);

  •  Project to Support the Development of Household Resilience to Climate Change in the Zinder KARKO Region implemented by LWR (EUR 1.3 million);

  • Project for Improving Climate Resilience and Food Security in the Rural Communities of Soucoucoutane and Dogonkiria (PARC-SASD) implemented by COOPI (EUR 0.9 million).

Main activities per result

The expected results include both local / regional and central level are the following:

At the local level, in the target areas of Dosso and Zinder, field actions should help to strengthen the agro-forestry-pastoral production and sustainable land management and ecosystems with a view to increase resilience to climate risks.

  • At central level, the National Environmental Council for Sustainable Development has an operational system of monitoring and evaluation for initiatives related to climate change, the fight against desertification and biodiversity management, setting the basis of a system for the identification, dissemination, replication and large scale deployment of best practices in climate resilience. This will also enable effective mainstreaming of climate change into sectoral strategies and action plans to help implement the I3N.

  • Finally, the implementation of system and governance of the I3N will be strengthened in order to prepare further support for food and nutrition security and sustainable agricultural development and climate resilient as a program approach.

  • Simultaneously, in the same regions of Dosso and Zinder, regional and local actors will have enhanced capacity to coordinate, monitor and manage food and nutrition security and agricultural development in a perspective of resilience to climate risks.

The project is an extension of two ongoing projects under the 10th European Development Fund (EDF): the Project to support the development of the rural sector (PADSR) and the starting Support program for the rural development sector (ADAP). It is also consistent with the axis 1 of the 11th EDF on food and nutrition security and resilience. Its field actions pane contributes to the priority area "adaptation" of the Global Alliance against Climate Change (AMCC), and institutional support components to the field "integrating climate change into poverty reduction efforts of development ".

The main activities are:

  • Development and implementation of field projects selected on the basis of a call for proposals

  • Strengthening regional coordination of the 3N Initiative for food and nutrition security and sustainable agricultural development ("I3N") 

  • Capacity building of regional and decentralized technical services (in the targeted regions, departments and municipalities) and regional chambers of agriculture to support field projects and to draw lessons learned

  • Support for the integration of climate change in the municipal development plans (PDC) in targeted municipalities, and possibly in the regional development plans (RDP) of Dosso and Zinder

  • Support the design and effective implementation of a comprehensive system of monitoring and evaluation of initiatives related to climate change, the fight against desertification and biodiversity management

  • Support the establishment of specific indicators and tracking system, and the strengthening of existing national monitoring and evaluation systems that feed a national dashboard of indicators 

  • The establishment of an institutional system for the capitalization of experience, dissemination and replication of good practices and successful approaches in climate change response, the fight against desertification and management biodiversity

  • Strengthening the monitoring and evaluation system of the I3N

  • Capacity building in funding monitoring, programming and medium-term budgeting

  • Support to the management framework of the I3N
